State Agencies Involved

NYS Department of Environmental Conservation (NYSDEC) holds authority for issuing statewide regulations for the State Environmental Quality Review Act (SEQR) process and other duties, such as providing informal guidance and resolution of lead agency disputes.

NYC Department of Environmental Protection (NYC DEP)
New York City Watershed Regulations require stringent management of stormwater that go beyond federal or state requirements. Since the Fraser Energy Project is located in the NYC watershed the project is coordinating with NYCDEP on all things stormwater. Typical stormwater control projects include: improved collection and conveyance systems that deliver stormwater to a point of treatment; primary screening to remove trash and large solids, followed by inactive pool sedimentation; oil separation; biological treatment; and filtration systems.

NYS Research and Development Authority (NYSERDA) offers objective information and analysis, innovative programs, technical expertise, and support to help New Yorkers increase energy efficiency, save money, use renewable energy, and reduce reliance on fossil fuels.

New York’s Inter-Agency Fire Safety Working Group was established on July 28, 2023, to ensure the safety and security of energy storage systems across the State following several fire incidents within New York State. In doing so, the Division of Homeland Security and Emergency Services, Office of Fire Prevention and Control, New York State Energy Research and Development Authority, New York State Department of Environmental Conservation, Department of Public Service, and the Department of State were directed to create a working group to independently examine energy storage facility fires and safety standards.
